Substantive Changes & New Academic Programs

Overview

This policy covers the review and approval process for substantive changes, including but not limited to establishing the creation of a new academic programs (i.e., academic degree or certificate) within the School of Public Health and the Texas A&M University HSC.  A “substantive change” refers to any significant alteration to existing, or the addition of new, academic programs, departments, colleges/schools or institutions.  Substantive changes within institutions of higher education must be approved by governing authorities (e.g., accrediting agencies, the Texas A&M University System, the Texas Higher Education Coordinating Board, the Southern Association of Colleges and Schools) prior to implementation.  Texas A&M HSC guideline 3.02.02.99.Z2 Approval of Substantive Changes including the Establishment of a New Academic Program provides information related to elements of a substantive change or new program proposal, the Texas A&M HSC proposal review process, and preliminary notification of pending substantive changes.

SPH Procedure

Any substantive change or new academic program relating to the SPH curriculum will require the submission of a proposal for approval as outlined in Texas A&M HSC guideline 3.02.02.99.Z2 Approval of Substantive Changes including the Establishment of a New Academic Program.  Prior to submission of the proposal to the Texas A&M HSC, the proposal must be approved by the SPH Department, the SPH Curriculum Committee (if applicable) or the Doctoral and Research Degrees Committee (if applicable), the Executive Committee, the Administrative Council and the Dean.
