These Bylaws govern the organization and procedures of the Texas A&M HSC, School of Public Health, and must conform with Objectives, Rules, and Regulations for the Texas A&M University System and the laws of the State of Texas. 

Nothing in these Bylaws is intended to supersede or contravene the existing affiliation agreements between the Texas A&M School of Public Health and other components within the Texas A&M HSC, and/or Texas A&M University, and/or the Texas Agricultural Experiment Station, the Cooperative Extension Service, and/or the Veterans Administration facilities in Temple, Waco and Marlin, and/or with the Scott and White institutions, and/or with the Darnall Army Community Hospital in Killeen, and/or with the Texas Department of Health. 

In addition, these Bylaws are intended to provide orderly procedures for the management and integration of School of Public Health programs, wherever situated.
